Transfer and posting

ITANAGAR, Jul 05:  Six IAS officers of Arunachal Pradesh have been posted to other states in a reshuffle effected by the union home ministry.

According to official release Huzar Lollen, Kaling Tayeng, Bolung Siram, Gamli Padu and Nani Mali have been posted to Delhi, while Jokey Angu has been posted to Puducherry.

Following the transfer of the officers,  Gonesh Koyu will hold the charge of personnel and administrative reform, Indra Malo Jain – sports and youth affairs, H K Shalla -  supply and transport, D Hawarlder --  department of transport and Tumke Bagra -  rural works.  Meanwhile,  the state Govt reshuffled some  APCS cadres officers. While Komkar Dulom has been transferred as director of Rural development, Bidya Gadi has been transferred as NRHM director.  Karma Leki and Bamin Nime have been transferred as deputy secretary finance and  EAC Sagalee respectively.

 

Mid-day meal review meet

ITANAGAR, Jul 05: Papum Pare district level review meeting on mid-day meal scheme was held at Yupia today.

The review meeting chaired by DC Pige Ligu  evolved strategies for effective monitoring and evaluation of Mid-day meal scheme in the district.

Among others, administrative officers from five blocks of the district, DRCHO, DDSE Monya Nyori, Zilla Parishad chairperson Nabam Aka were present in the meeting.

 

DC holds coord.meeting

Pasighat, Jul 05: A co-ordination meeting to discuss protection of Govt. land and evict the illegal encroachers under relevant  laws was held under the chairmanship of R.K. Mishra, Deputy Commissioner, East Siang today.

Mishra said that the officers should see the interest of the Govt.  Zero tolerance will be maintained  in the encroachment cases, especially by the government servants, he said.

He directed the state officers to dispose off the cases within three month while appealing them to be dedicated so that a humble beginning is made to change the society.

Allotment of land to the Indian Air Force and Airport Authority of India, commercial vehicle/ taxi, amusement park etc. were also taken up.  The Deputy Commissioner decided for a joint meeting of IAF & AAI to sort out the allotment of land.  He also showed concern over the plight of the unemployed youths.  (DIPRO)

 

Pertin seeks govt attention

ITANAGAR, Jul 05: Former minister Roding Pertin today drew government’s attention towards the flood ravaged areas in Lower Dibang Valley district claiming that flood has created havoc in many villages besides damaging road linkages.  

In a press statement, Pertin said that he had found huge loss of granary, livestock and cattle during his spot visit to affected areas. He further said that the building of Govt. Secondary School Paglam was inundated during the heavy downpour.

Seeking immediate relief for the affected people, the former minister also sought immediate assessment of actual damage and adequate funds for restoring the damaged roads, bridges and irrigation systems.

Cautioning that water borne diseases are inevitable after floods, he urged the government to be prepared and equip the health department to counter epidemic.

 

ASM alleges corruption

ITANAGAR, Jul 05:  Expressing dissatisfaction over the implementation of the Watershed Development Project in shifting cultivation area in Yemsing  village in East Siang district,   Yemsing ASM Khabang Tapok has urged the  chief minister to take steps for prevention of corrupt practices in implementation of the scheme.

The ASM in a release today said that executing agency of the centrally sponsored watershed project  had misused the fund and tactfully maintained the project record  to avoid any complicacy.

Admitting that an enquiry team had investigated the irregularities in project implementation, the ASM  said   that the panel did not notice many facts related to implementation of the project.

 

Re-shuffle engineers: APITU

ITANAGAR, Jul 05: While welcoming the transfer order effected to the 14 AGMUT cadre IAS officers of Arunachal Pradesh in the senior scale, Arunachal Pradesh Indigenous Tribes’ Union (APITU) has requested state Govt to re-shuffle the heads of engineering departments in order to minimize the corruption in the state.

Overstaying of officers in departments lead to mal-practices and nepotism, the Union said and hoped that the new incumbent to put their best efforts for overall development of the state.

 

AACWA demands action

ITANAGAR, Jul 05: All Arunachal Contractors Welfare Association (AACWA), in a letter to the Chief Minister, alleged that the then power secretary did not take any action against the officers of his department, who were involved in illegal ad-hoc appointments in August 2006 and again in March 2010.

The then power secretary had issued circular on July 31, 2006 directing all the officers of hydro power  department and DoP not to make ad-hoc appointments. But he failed to take any action when ad-hoc appointments were made  in complete violation of the Govt circular, the Association said alleging  his involvement in illegal appointments and corruption.

Alleging that then power secretary had covered up the excess expenditure in hydro power department in 2010-11, the Association demanded also his suspension and  action against officers  who were involved in corruption.

 

APPSU demands re-advertisement

ITANAGAR, Jul 05: All Papum Poma Students’ Union (APPSU) has strongly protested against the move of the NIT authority, Yupia to conduct interview for the recruitment of faculty members and technicians at Kolkata, West Bengal on July 14.

Pointing out an advertisement reportedly published in NIT website on July 3 last, the APPSU said choosing Kolkata as venue for the interview instead of permanent site of the NIT, Jote will deprive many local youths to participate in it. It demanded re-advertisement of the same mentioning Jote as place of interview for the convenient of the local youths.

 

AYC team visited flood-hit capital region

ITANAGAR, Jul 05: A team of Itanagar Assembly Youth Congress (AYC) has visited various locations in Naharlagun and Itanagar region to take stock of the damages caused by torrential rain on July 2 night.

During its visit on July 3, the team claimed to have found that many dwelling houses in the Capital including the house of AYC president Giogi Ganga at the back of site Akashdeep complex have been washed away by the gushing rain water.

The team demanded proper assessment of damages caused by flash flood and also requested the local MLA and state Govt to take immediate relief and rehabilitation measures for the affected people.

Meanwhile, Upper P-Sector Romi Colony Welfare Committee conducted a social service and cleared the landslide in its colony link road on July 4.

Heavy downpour snapped the road link to the colony on July 2 last, the Committee informed.

 

Minister resignation demand brewing, NSUI defends

ITANAGAR, Jul 05:  The demand for resignation of Power electrical and rural development minister Tanga Byaling by Arunachal Righteous Forum (ARF) for his alleged involvement in illegal appointment found support today as All Arunachal Youth Association (AAYA) endorsed ARF’s demand.

Alleging the minister of favoritism and violating laid down rules while promoting an assistant engineer to executive engineer despite applicant being on serial no 16 in the seniority list; AAYA demanded the state government to appoint a department promotion committee. It stated that such tainted minister should be dropped from cabinet and the minister himself should resign on moral ground.

Meanwhile National Students’ Union of India (NSUI) State unit has defended the minister by reacting to ARF’s press statement, terming the allegation as totally baseless and unfounded. Further, NSUI state unit said the minister is not only dynamic but an efficient leader who has consistently worked for the society.

 

EASU demands medical staff for Mebo CHC

ITANAGAR, Jul 05: Eastern Adi Students Union (EASU) has demanded placement of adequate medical staff in Mebo CHC in East Siang district.

In a letter to the director of health service, the Union said the Mebo CHC has only three GNMs and one ANM which is not adequate to deliver health service to the approximately 25000 people of the area. Opposing the reported transfer order issued against one GNM of the CHC, the Union demanded cancellation of the transfer order and demanded posting of at least two more GNMs and three ANMs the health centre.

The union further urged the director to arrange medical equipments like x-ray machine for the CHC.

 

Fix Sumo fare

ITANAGAR, Jul 05: Dibang Valley Students Union (DVSU) has lodged a complaint with Deputy Commissioner against unusual hike in Sumo fare in Arzoo-Roing route.

In a complaint letter to the Deputy Commissioner, the Union appealed him to check unofficial increase in Sumo fare and fix a reasonable rate so that the poor passengers do not bear the brunt of unstable fare charged by the Sumo operators in Arzoo-Roing route.

 

Students demand air dropping of food

ITANAGAR, Jul 05: Informing that people of Tali and Pipsorang circle are facing food scarcity, All Nyishi Youth Association (ANYA) Kurung Kumey District Unit sought the help of the authority for immediate introduction of  ration sortie.

Association also had strong words against Sarva Shiksha Abhiyan(SSA) teachers of district saying that SSA teachers are still at Itanagar even though academic session has already commenced from 1st June. It urged the district administration to take stern action against erring teachers.

 

School left to fend for itself, Union alleges

ITANAGAR, Jul 05: The school management and development committee of government higher secondary school Bazarline Seppa of East Kameng today alleged that the school has remained unattended by the education department despite up-gradation from secondary to higher secondary four years ago. In a release committee expressed its displeasure over the government’s lackadaisical attitude towards the school saying that school is under deplorable condition since its establishment in 1962 and there are only three senior teachers since up-gradation.

Appealing the authority to look into the matter,  the committee  further said that teachers as well as  ministerial staff are facing accommodation problem.

 

Union asks for re-introduction of APST bus service

ITANAGAR, Jul 05: In a representation to the Arunachal Pradesh State Transport general manager  Kargu Kardi Students’ Union (KKSU) today requested for re-introduction of APST bus services to Aalo to Darak via Kamba, Aalo to Yomcha via Wak and Itanagar to Liromoba via Basar, saying that services have been discontinued by the department.

Union said discontinuation of bus services is causing commuters a lot of problem.

 

Subject teachers demanded

ITANAGAR, Jul 05: All Nyapin Sangram, Phassang Youth Welfare Association (ANSPYWA) has today demanded the authority concerned for posting of subject teachers in political science, geography, English and commerce at government higher secondary school Nypain.

Association also demanded for a Principal for the school. It further lamented that despite repeated submissions of representation, the authority is yet to post teachers.

 

AVP organizes training camp

ITANAGAR, Jul 05: Four days training camp on Bal Vikas Kendra and Self Help Group was conducted at Multi Disciplinary Training Center, Midpu Doimukh by Arunachal Vikas Parishad.

28 participants from six districts of Arunachal Pradesh attended the training. The aim of the training camp was to develop trained human resource to run activities in an effective and skilled manner.

SHG members were sensitized on importance of small savings, formation of SHGs , cottage industry etc.

Chairperson, Zilla Parishad, Papumpare Nabam Aka appealed AVP office bearers to speed up their activities in the field of child development and women empowerment.

State celebrates Dree with traditional fervour

ITANAGAR, Jul 05: Arunachal Pradesh celebrated the Dree festival of the Apatanis with traditional gaiety and religious fervour.

At Ziro, hundreds of women swung to the rhythm of the nostalgic Daminda and filled the Dree Ground at Hija village to announce the beginning of the most awaited festival of the Apatanis – Dree.

Chief Minister Nabam Tuki, who reached Ziro last evening travelling by road from Kimin, formally inaugurated the festival today with Rajya Sabha MP and former Chief Minister Mukut Mithi by his side.

Tuki announced the opening of the Indira Gandhi Technical & Medical Science University to a loud round of response.

The first private University of the state is slated to start its academic session from this year. To facilitate its functioning at an earlier date, Tuki has directed the district administration to coordinate with Urban Development department to hand over the UD infrastructure at Ziro through a special arrangement till a permanent campus of the university comes up.

Giving a boost to the health service sector in the valley, Tuki also accepted in principle to run the Ziro District Hospital under the PPP mode with the University.

“This hospital would turn into a multi-specialty unit and cater to all health and treatment requirements. People of Kurung Kumey, Lower Subansiri and Upper Subansiri would no longer have to go down to the capital or cities outside the state incurring heavy expenses,” he observed.

Lauding the Apatanis for their self-sufficiency the Chief Minister, however, pointed out that there is still a lot to be done. Citing several developmental projects like the Trans Arunachal Highway coming up, he appealed the people to cooperate with officials and the government in executing these projects successfully on time.  “Compensation should not be the only basis for accepting or rejecting a particular project. The long-term benefits and extra-benefits that would come along with the project should be considered first from an over-all perspective,” he advised.

The Chief Minister also sought cooperation from the people in developing the Advance Landing Ground (ALG), already approved by the Center, at Old Ziro. He highlighted the advantages of having an operational ALG at Ziro and appealed the people to put aside their petty and personal differences that are hindering the project.

To a memorandum submitted by the Central Dree Festival Committee, Tuki assured relief assistance to the victims of crop damage in the valley. For the first time in history the productive fields of the Apatani Plateau have failed to yield crop. To add to the woes the pisciculture practiced here has also failed this year. Reportedly all the fishlings died in the initial stages causing huge lose to the farmers. Tuki also directed the Civil Supplies department to allot additional quota of food grains to meet the scarcity that would be triggered by the crop damage in near future.

The Chief Minister further informed that construction of the Western as well as Eastern Ring Road for Ziro township would be put up under NLCPR and RIDF respectively on priority in the next financial year. He also announced a fund under SPA this year for construction of an outdoor stadium on the Dree Ground.

To another demand for upgradation of the Old Ziro Circle Headquarter to a Sub-Divisional office, Tuki requested the deputy commissioner to submit a proposal and assured to take up the matter in the next Cabinet meeting.

Earlier, Rajya Sabha MP Mukut Mithi said the Apatani Plateau is one amongst three of his favorite destinations. The other two being the stretch from Sela Pass to Jang in Tawang district and the stretch from Roing to Mayudia in Lower Dibang Valley.

Mithi called upon the people to maintain their rich tradition as well as develop along with the world.

Chairman of the Celebration Committee and local MLA Padi Richo, speaking on the occasion, expressed gratitude to the Chief Minister for fulfilling the dream of the Apatanis of having a University in their land.

“What could not be achieved in the last eleven years, we achieved it in six months of Tuki Government,” he said.

Apatani community of the state Capital also celebrated the festival with pomp and gaiety at Dree ground here today.

Minister for UD, Housing, Town Planning & Fisheries Rajesh Tacho while attending the programme appreciated the Apatani community for maintaining and preserving their unique tradition and culture.

He further appreciated the Apantani community for achieving immense success in the field of education and tourism sectors. He urged them to maintain the same spirit so that inflow of tourist increases in Ziro region. He also advised them to maintain unity and brotherhood amongst all the tribes of the state.

Meanwhile, responding to a memorandum, Tacho announced an amount of Rs 1 crore for construction of flood safety measures around Dree ground and also contributed some fund to Capital Complex Dree Festival committee.

MLA Tapuk Taku and CCDFC chief patron MLA Techi Kaso also addressed the large gathering. They appreciated the organising committee for successfully organising the festival in a grand way and also emphasized on preservation and protection of festivals.

Capital Complex Dree Festival Committee (CCDFC), Chairman Er. Rubu Tago and CCDFC, General Secretary Er. Takhe Tamo and CCDFC Vice Chairman Tage Buda highlighted the importance of Dree festival and also read out Dree mythology.

On the occasion, traditional games and sports, cultural programmes and community feast were organised besides releasing of an Apatani film Onia, a book-- who’s who in Apatani and Dree calendar.

Meanwhile, Apatani Career Guidance Forum (ACGF), Itanagar handed out its academic excellence award-2012 to toppers of the CBSE Board Examination and all other Entrance Examinations amongst the Apatani students.

Dree in insurgency-hit Tirap

KHONSA: Far away from the epicenter of Dree celebrations, Ziro, the Apatanis serving in the insurgency-hit Tirap joined by people from all walks of life, reveled in Dree festivities at Khonsa today.

Addressing the people, Tirap Zila Parishad Chairperson Lorang Loham while greeting the people, said that the tribals of Arunachal were by nature Nature lovers adding that a number of festivals were celebrated in the state which have direct relations with Mother Nature.

Describing the Apatanis as the most advanced tribe in all spheres, Loham asked the other tribals to emulate their example. He said that though the Apatanis are a minority population wise they were in forefront of education and economic development adding that their inherent work culture was worth-emulating.

Participating in the celebrations Tirap SP Vikramjit Singh appreciated the Apatanis for keeping their culture alive through celebration of festivals and lauded them for their highly advanced and progressive terrace and wet rice cultivation. He asked the other tribes to learn from the Apatanis.

Earlier, Tirap DC Sachin Shinde unfurled the Dree flag amidst a huge gathering. HoDs, Panchayat leaders and public attended the Dree programme.

ROING: The Apatani community residing in Lower Dibang Valley district celebrated their main agriculture festival Dree with traditional fervour and religious gaiety at Roing today.

Saplings of Avenue Trees were also planted in the premises of the Multi-cultural hall, the venue of the festival to commemorate the 63rd Van Mahotsava on the initiative of DFO Roing.

Attending the festival MLA Laeta Umbrey said that, “Beauty of Arunachal Pradesh lies in the fact that different tribes from Longding to Tawang are residing together as one with their own distinct identities. So, everyone must strive to keep this beauty alive in years to come”, he said.  He appealed each and every educated person to work for peace and harmony between all the tribes of the state in order to bring back the past glory of the state saying, “elected representative alone cannot do anything but we altogether must work towards it”.

The MLA termed the Apatanis as one of the most advanced tribe not only in the state but among the tribes of the entire Northeastern states.  

Zilla Chairperson Chiliko Meto called for preservation of cultural identity and promotion of mother tongue.

Folk dance and Daminda were the main attraction of the prgramme.

Dree at Aalo

Aalo: Let the festival serve as a platform for cultural integration and spread the message of unity, brotherhood and peace amongst all the tribes of the State, said West Siang Deputy commissioner Marnya Ete while attending the Dree Festival at Donyi Polo Dere, Aalo today.

Besides Daminda, the Galos, Adis and Tagin Communities came up with a  colourful cultural presentation which made it look like mini cultural exchange programme.

West Siang Zilla Parishad Chairperson Jarsa Gamlin, praised the rich culture heritage and systematic celebration of Dere Festival.

Dree Festival Celebration Committee, Aalo President Millo Pussang said that the idea behind celebration of Dree and participation of other cultural troupes was to give a platform to assimilate and to poster unity amongst all the communities of the district.

TEZU: Dree festival in Tezu was celebrated with traditional fervor and gaiety at Botanical Garden, Tezu.

Parliamentary Secretary (PHE&WS) Karikho Kri praising the Apatani tribe for their knowledge and intelligence advocated unity in diversity and called for the contribution of the tribe for communal harmony in the area.

Deputy Commissioner RK Sharma also appealed for peace and harmony in the area. In addition, he also appealed for cooperation and coordination of entire people in times of flood distresses in the area.

Power projects damaged due to floods

Naharlagun, Jul 05: The Halaipani Small Hydro Electric Project (4x4MW) in Anjaw District has sustained heavy losses due to unprecedented flash flood in the recent flash flood from June 20 to 26 causing immense difficulties to the district.

This was informed by Deputy Commissioner Anjaw District in an official report.

The construction was almost complete when the disaster struck the project. The construction work at the power house site was also in speedy progress, but the unprecedented flood has washed away huge quantity of construction materials and T&P equipments besides causing irreparable damages to the construction site by depositing huge boulder and sand gravels. Intake and weir point, de-silting tank including power house site have also been severely eroded. The total loss of materials and structures is estimated to be Rs. 1050 lakhs, the restoration of which will require an additional Rs. 1450 lakhs.

Further, 11 existing and under construction Mini and Micro Hydel Projects have also been damaged due to the flood for which the restoration cost is estimated to be Rs.1100 lakhs approximately. Sowe Kri, Gaon Burah of Pitong village of Manchal circle was swept away by strong current of flash flood while crossing a stream near Halaipani SHEP on June 26 last. The body has not yet been recovered, the report added. (DIPR)

 

 

Ering apprises Centre of flood damages

ITANAGAR, Jul 05: MP Ninong Ering met Union Minister of Water Resources Pawan Bansal and his deputy Vincent H. Pala to apprise them of the heavy damages caused by the recent floods in the state. During a meeting today in Delhi, the MP informed the ministers that many parts of the state are hit by flood like situation with  disruption of road communication to many districts.

He informed the ministers of the prevailing situation of worst hit Lohit, Changlang, Dibang Valley, Upper Siang,River Siang and Anjaw.

He further informed them that unabated erosion is still going on at upstream   and downstream of the anti erosion work project in Bordumsa.

 

 

 NAIP’s  regional seminar cum workshop

ITANAGAR, Jul 05: A two days Regional Seminar cum Workshop of National Agricultural Innovation Project  (NAIP) Component III : Sustainable Rural Livelihood Security) on "Site Specific Farming System Options for Disadvantaged Areas" was inaugurated on today  at ICAR Research Complex for NEH Region, Manipur Centre, Imphal.

Nearly fifty delegates including members of Consortia Monitoring Unit, programme leaders and scientists of ICAR, Central Agricultural University, Assam Agricultural University, Nagaland University, Mizoram University, Spices Board and NGOs from different North Eastern States are attending the seminar to assess the impact of various interventions tested at different clusters under the NAIP-Comp-III project.

State officials from Agriculture and Horticulture and farmers from Tamenglong district have also attended the seminar.

CA Worchuiyo, DC, Tamenglong congratulated ICAR for their successful initiative for improving the livelihood of the farmers through different interventions under NAIP. He also emphasized on human resource development and field level demonstration to bring a change in the mindset of the local people.

Dr. G. C. Munda, PI of NAIP project mentioned the brief achievements of the NAIP projects in different North Eastern States. He also mentioned that it is high time to upscale the identified technologies in other areas and congratulated the consortia partners for their dedication and hard work.

Dr. S. V. Ngachan, Consortium Leader of the NAIP project emphasized sustainability and impact analysis of different interventions undertaken through NAIP-Comp-III to motivate real socio-economic interventions. He also mentioned the need of strengthening the inter-relationship among different NE States and working out some economic strategies to solve the critical market problem faced by the farmers. Dr. Ngachan also put emphasis on improvement of indigenous technologies through scientific interventions for better acceptability.

AALO, Jul 05: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&CWWB) Chairman Jalley Sonam today inaugurated a public rostrum at Bogne village under Rumgong constituency in West Siang district. The rostrum, which was long felt demand of people of Bogne village, was constructed with the assistance of Sonam.

He was accompanied by Labour Officer L Ete. Just after inauguration of rostrum, he attended a public meeting involving PRI leaders, GBs and public of village.

Addressing the gathering, he called upon the public of Bogne village, which is largest in entire Rumgong constituency, to remain united for betterment of the society.

“Unity is the most essential ingredient to bring any kind change or development in every society” asserted Sonam while suggesting the people to keep the politics out of societal matter.

Dedicating the newly constructed rostrum to the people of Bogne, Sonam said everybody irrespective of their age is equally responsible for up-keep of public properties.   

Arunachal Pradesh Public Transport Federation president Takar Goi, who is local from the village, also urged the public to be united and work hard to make the village developed. He informed that a BSNL tower is being erected soon in the village to facilitate mobile services to the denizens.

AUFC, CCFC reach last 8

ITANAGAR, Jul 05: Arunachal United FC (AUFC) and Capital Complex SC (CCSC) joined Bamang Taji FC and Critical FC in last eight by winning their respective match against Jiyo Aur Jine Do and Tayar Brothers at Rajiv Gandhi Stadium, Naharlagun today.

While Capital Complex SC made it to the last eight in ease by thrashing Tayar Brothers FC 7-0 Arunachal United FC had to sweat for the entire match to beat Jiyo Aur Jine Do FC (JAJDFC) 5-4 in a keenly contested match.

Arunachal FC took the lead early in 13th minute of the match through goal from Powah. Vijay Kino added one more goal in 25th minute before Khyoda Janu of JAJDFC reduced the margin to 1-2 in 27th minute. Kino again found the net in 35th minute to make it 3-1 in the first half.

The second half saw luck fluctuating from one team to another as JAJDFC struck back to score two successive goals in 45th and 57th minute through Janu and Khoda Rajen (3-3).  The match became a thriller when Nyamar Loyi of AUFC and Janu of JAJDFC scored a goal each in 70th minute to make it 4-4. However, luck deserted the JAJDFC as the team went down fighting 4-5 to AUFC. The winner was scored by Dry in added time (72nd) .

On the other hand, Capital Complex SC toyed with Tayar Brothers in their 7-0 drubbing of the team. Pani Raju completed his hattrick by scoring in 18th, 64th, 68th minute while Tadar Kojum  (23 min), Tasso Bapu (41 min), Tangum Telli Camdir (54 min) and  Nguri Alin (70th + 1 min) scored a goal each.

Gora Makik SC ‘A” will lock horns with  Bamang Taji FC in the first quarterfinal match tomorrow at 1.30 pm while ITBP will play against Critical FC in the second quarterfinal at 3.30 pm.

 

 

Heavy damages along Endulin- Arzoo road

Anini, Jul 05: Dibang Valley Deputy Commissioner Abu Tayeng visited Endulin nallah to assess the quantum of damages caused in the entire stretch of Endulin- Arzoo road,  which is one of the major block points causing complete snapping of Anini-Roing road  for months together due to the incessant rain.

At Endulin, a long stretch of about 5 Km road towards Arzoo suffered heavy damages with partial and complete wash out of formation cutting at many locations. Shooting stones and Debris at regular intervals are hampering progress in work.

After the inspection, the DC apprehended that the restoration work may take many months if the number of machines engaged in the work were not increased by the BRO.

With no other alternatives left, pedestrians are crossing the spot risking their lives deflecting the continuous mud slides and stone debris at the entire stretch.

The DC ordered for immediate launching  of temporary log bridge for safe movement of the pedestrians by-passing the slide zone.

Compounding the problems, the stranded collegians and school students of Anini have begun to flock at DC office praying for arrangement of transportation for them so that they can join their respective schools and colleges on time.

Later, the DC with his available resources and coordinating with   JPC Ltd and Police have made suitable arrangement for transportation of stranded students at various block points to ensure that they are on time for admission.

On his visit, the DC also verified the  position of PDSstock and rice stranded at Arzoo and instructed CO, Arzoo to make necessary arrangement for immediate transhipment of the same as and when the weather improves. (DIPRO)

 

 

Hepatitis B on the rise

ROING, Jun 05: Hepatitis B is 100 times more deadly and infectious than HIV. To those infected, it ‘kills’ slowly. Also it comes with stigma that can be more painful than the disease itself.  

During the hepatitis B screening test by All Idu Mishmi Students Union (AIMSU) conducted in February-March 2012, 114 positive cases of hepatitis B virus (HBV) were detected in Roing and 152 in Anini out of 2567 and 3252 test conducted.  

Rezina Mihu, AIMSU General Secretary speaking to this correspondent said: “Still much portion of the population is undiagnosed. We tried our best, while many were reluctant.”

Hepatitis B is rated as major global health problem because of its deadly impact as it puts people at high risk of death from deteriorating liver resulting in malfunctions due to chronic injury. The disease also causes cancer.

A study was conducted in 2007 by the Regional Medical Research Centre, Dibrugarh in Dibang Valley district on the local Idu Mishmi population.

The purpose was to study the prevalence of HBV infection in the isolated community that migrated long back from Tibet.

During the study, they randomly selected 438 subjects from local population. The test was conducted for hepatitis B surface antigen (HBsAg), hepatitis B core antibody (anti-HBc), hepatitis B surface antibody (anti-HBs), envelope antigen (HBeAg).  It detected prevalence of HBsAg at 21.2% (93/438), anti-HBc prevalence at 92.3% (193/209), anti-HBs above 10 IU/ml detected in 48% (96/200). Prevalence of HBeAg was higher (42.1%, 16/38) in children (less than 15 years) compared to adolescent and adults (32.7%, 18/55). The study concluded that HBV virus infection in community to be hyper endemic.

Alarmed at the high prevalence of HBV virus among the Idu Mishmi population, AIMSU knocked at the door of the chief minister on Tuesday sending the appeal for ‘saving the souls’. The government made promise for including it on top priority in the coming financial year.

It may seem that factors causing deaths and degradation of human souls are all favoured towards this region. Not recently, Dibang Valley was in the headlines for its high suicide cases. Today it is battling the nature’s fury.

AIMSU met Urban Development minister Rajesh Tacho and demanded for buffer stock on PDS items and early restoration of Roing-Anini road communication. The minister informed the student delegate on resuming of Pawan Hans service in Anini, twice in a week. On other demands, the union was informed about the activities that minister had already undertaken for restoration of road communication and for buffer stock.

 

 

SSC alleges ‘unfair’ decision

ITANAGAR, Jul 05: Sagalee Sports Club (SSC), in a release, today said that the team had boycotted the on-going Gora Tamar Memorial Football Tournament in protest against ‘unfair’ decision of the match referee and the organizing committee.

The SSC team manager condemned the organizing committee and the  referee of its July 2 match for allegedly ‘misguiding’ the young players. Alleging indiscipline among Gora Makik SC ‘A’ team players and misbehavior by the match referee during its match against Gora Makik SC ‘A’ on July 2, the SSC Team manager suggested that organizing committee should not sponsor its own team in such tournaments which creates ‘problem’. It also appealed to the Arunachal Pradesh Football Association (APFA)  and Arunachal Pradesh Football Players Association (APFPA) to debar unruly players from taking part in such tournaments.

It is pertaining to mention here that the match between Sagalee Sports Club and Gora Makik SC ‘A’ was abandoned with 1-1 draw on July 2 following a controversy over decision of the match referee.

The disciplinary committee of the organizing committee had expelled the Sagalee team from the tournament for allegedly not complying with the rules and regulations of the tournament and Gora Makik SC ‘A’ was left with a penalty of Rs. 30,000 along with suspension of two players for one match.

The disciplinary committee along with APFA and APFPA had taken decision after the Sagalee team had reportedly refused to play the remaining duration of the match.

 

 

Arunachal to host National Jr. Taekwondo C’ship

ITANAGAR, Jul 05: After successfully hosting the National Weightlifting Championship in the first part of this year, Arunachal Pradesh has got another assignment to host a national level championship in the state in November, 2012.

“The state of Arunachal Pradesh would host the Junior National Taekwondo Championship in Nahar-lagun this year from November 19 to 21,” announced Taekwondo Federation of India (TFI) Chairman (Technical) P A  Gurung at Nahar-lagun today. Gurung announced this immediately after he inspected the infrastructural and accommodation facilities available for players and officials in Naharlagun.

“With participation of more than 800 players and 200 officials, this would be definitely a mega event, Gurung said. TFI gives much importance on junior level championship because of the fact that these junior players are graduated to senior ranks within one or two years, who constitute the national team, Gurung added.

Arunachal Taekwondo Association president Kipa Kaha said that he would leave no stone unturned to make the event a grand success. He reconstituted the executive body of ATA with induction of few new office bearers and members for smooth functioning and organization of the mega event. He advised the executive body members to consult, co-operate and co-ordinate activities with each other so that all arrangements and preparations for the National Championship could be completed well ahead of the scheduled time.

An organizing committee headed by ATA president Kipa as chairman and vice president L Sokun Singh as organizing secretary was also constituted.

ATA vice president Singh expressed gratitude to TFI, especially Gurung for reposing faith in Arunachal Taekwondo Association and shouldering it to host the Championship in this remote and hilly Northeastern state. The hurriedly convened meeting was also attended by ATA Secretary General Tara Tagin, Deputy Chairman (Tech. Committee) Deepak Gurung, coaches and other executive members of ATA.

Ineffectual ATA and Education Department

It was very unfortunate to read the news item ‘Services of ADEOs retained as BEOs’ published on 3rd July’ 2012 in some local dailies of Arunachal Pradesh.

I would rather consider this news as a heavy blow on the face of Arunachal Teachers’ Association (ATA). While reminding the ATA about their last year’s meeting at Naharlagun regarding appointment of Block Education Officers (BEOs), I would like to question ATA why they are not raising any voice against the appointment of BEOs and what is their stand. In that meeting, ATA and representatives from Education Department, Govt. of Arunachal Pradesh unanimously decided to frame Recruitment Rule for BEOs where seniority and merit would be followed strictly. But nothing happened and once again, ATA failed.

I, also would like to request Minister and Secretary, Education, Govt. of Arunachal Pradesh not to grant BEO’s demand for Group B gazetted status because 90 percent of BEOs are Junior Teachers and Assistant Teachers who were politically deputed earlier in the post ADEOs and having less than 5 years of teaching experiences and without B. Ed degree whereas many senior most junior teachers who have served education department for more than 25 years are still serving without any promotion.

If ATA considers this kind of appointment of BEOs as legal then they should collect membership and other fees from those privileged appointees only and leave or exempt the common teacher from any fees because I have not witnessed any kind good result for the betterment of common teachers of Arunachal Pradesh initiated by ATA in my 11 years of service as a teacher.

Land allotments and an order

Dear Editor,

This is in reference to the          order   No.    DC/LRB-0492/2005, Dated      NLG, the    20th June' 2012, citing documents to be submitted along with land allotment application form, issued by the office of the Deputy Commissioner Capital Complex, Naharalgun, I would like to share my views on it with all the concerned. Perusal of the order makes it clear that henceforth any individual, persons etc. will have to submit the mentioned documents as demanded in order to get govt. land allotment order.

And vide letter No. LM-27/2004 (vol-1) 8841, Dtd Itanagar the 16 May 2012 the Directorate of Land, Management Govt. of Arunachal Pradesh, has forwarded a list of applicants whose cases have been finally approved by the Chief Minister's Office, wherein, it has been requested to issue "Formal Land Allotment Order" from the end of the Deputy Commissioner Capital Complex, subjected to certain terms and conditions as listed in the order.

The file contains cases of applications for land allotment applied eight to ten years back and even more.

Due to procedural delay and frequent changing policies of subsequent govts, the said issue was pending for a long period in various offices. Moreover every official formalities were followed.

But now, when we approach the office of the Deputy Commissioner Capital Complex, it is surprising and painful to know that the entire procedure has to be re-started from the very beginning anew.

Again all documents are demanded from the applicants whose cases has been approved by the govt. vide letter as indicated in the order of 20th June'2012, issued by the Deputy Commissioner.

I don't see any logic behind such harassment to the public for no fault of them. And such treatment does not in any sense ascertain the claims behind the "Welfare Govt.".

Hence, the Office of the Deputy Commissioner Capital Complex is requested to exempt the already govt. approved cases for allotment from the purview of the current order. We have already taken enough pains.

Also, I appeal all the applicants whose cases has been approved to remain alert, aware, united and see reasons. Let us pursue the cause in a peaceful and democratic manner.

Improve the network

Dear Editor,

Our life has been miserable because of terrible phone network in Daporijo. When we try to contact our parents for some important purpose network is always bad. The district headquarters’ network is so bad that even SMS also doesn't go till after midnight. We students studying out of the state have to suffer this mostly.

So it’s a request to our MLAs and public leaders to get more network towers in Daporijo main town.

Through your esteemed daily, We on behalf of Tawang Monastery would like to extend our sincere thanks to Ninong Ering, MP(LS), Arunachal East Parliamentary Constituency for extending support to monastery by sanctioning a sum of Rs. 5 (Rupees five lakhs) against the fire damage in the monastery.

The support, as announced by the MP is received on the nick of time. We sincerely appreciate the timely help of the MP in restoration of the heritage site of the State. The fire damage of the structure within the monastery is now being reconstructed with the noble support of Ninong Ering.

We are also grateful to Mukut Mithi, MP (RS) and Takam Sanjoy, MP (LS) West Parliamentary Constituency for announcing their support for reconstruction of the fire damaged structure in the monastery. We are confident that the funds as declared by them shall be received soon.

Where is the honorarium?

Dear Editor,

I would like to draw the kind attention of concern department regarding the non-payment of honorarium to the supervisors and enumerators of socio-economic and caste census 2012.

We completed the work some 4-5 months back but they have not disbursed our hard earned money (honorarium) nor have they conveyed to us the reasons behind the delay.

During the time of training they lured us with promises of benefits but after completion of census duty they are yet to pay us.

So, I appeal to the concern authority to release the honorarium to the supervisor and enumerators of the socio-economic and caste census 2012.

Under-nutrition and Nepal

The high rates of under nutrition – nearly two in every five Nepali children under the age of five are stunted with nearly a third underweight – require urgent and coordinated action by multiple institutions to attack this silent killer,” according to the World Bank observation. In this regard  the World Bank is supporting the  multi-sector “golden 1,000 days nutrition project,” in Nepal which will engage a wide range of actors across government and civil society in the areas of health, poverty reduction, social protection, water and sanitation, agriculture, local development and education in the planning and implementation. However, the main focus of this project will be to accelerate the reduction of maternal and child under-nutrition, as measured by anemia among pregnant women, low birth rate and young child stunting.

Expert says if not addressed during the first few years of life, under nourishment can cause permanent disability in children, loss of height during adolescence, poor grades in school, increase in school drop-outs and reduction in life-time earnings.

Together with the rest of South Asia, Nepal has made good progress in other human development indicators such as school enrolments, gender parity in school participation, immunization coverage, infant and under five mortality rates, and fertility rates. However, when it comes to nutrition, all the countries in the region, including Nepal, have fallen behind.
